We are a citizen action group committed to safety, fairness, equity, fiduciary responsibility, and a healthy culture free of retaliation at Hyland Hills, our local skiing community.
We are current and former Hyland Hills Ski Area employees (ski instructors, ski patrol, administrative, management), parents, patrons, coaches, and taxpayers. Some of us have been skiing, volunteering, and working at Hyland Hills for 50+ years. And we are very concerned about all the people's welfare at Hyland - especially the children.
We appreciate Hyland Hills, know the issues very well, and want to improve it for everyone's benefit. After all, Hyland Hills is public and belongs to all of us!
Concerns
Our primary concerns are:
1. SAFETY: Too many people (and especially vulnerable children) are getting unnecessarily and severely hurt because of lack of ski industry standard and common sense safety protocols at Hyland. These dangers and injuries threaten skiers/riders, employees, spectators, and coaches - anyone on the hill or spectating at the base of Hyland. More detail here.
Currently, after over a year of Friends of Hyland's requests and many years of similar requests, the TRPD BoC has refused to direct Hyland operations to implement industry-standard and basic safety procedures that could avoid injuries of approximately 50-100 or more people (mostly children) per year and possibly avoid deaths. Unfortunately, ambulances are a common sight at Hyalnd Hills.
2. EQUITY: There is inequity with, and marginalization of, the majority of children who race train at Hyland because Three Rivers Park District/Hyland is giving egregious favors to a privileged few who participate in a "partner" program (Team Gilboa) that costs $thousands to join. These favors are given at the expense of 1,000+ children/year, patrons of TRPD, and the taxpaying public. These favors cost the public $millions and prevent children from having equitable access to facilities. Access to these preferred facilities are necessary for all the children to improve their skills. Additionally, the preferred facilities are safer in many regards. More detail here.
We should not have to request fairness for children in our public parks. But, for 20+ years, TRPD has been discriminating against children whose parents can't, or don't, want to pay a private club to have equal and preferred access to the best facilities at Hyland.

3. SUBSIDIZATION OF PRIVATE INTEREST GROUP by TAXPAYERS and MISUSE OF A PUBLIC ASSET: Park systems are established to provide enjoyment of public resources for everyone, regardless of socio-economic background... not to subsidize elite, private interest groups. This "special partnership" (TRPD's words) with Team Gilboa is not within TRPD's policies or mission statement. Privately run programs should not monopolize, charge for, or profit from, taxpayer owned assets, regardless of 501(c)3 status - AND regardless of this private club's "elite" status for its members. Please note: The current TRPD Board of Commissioner Chair (John Gibbs) and Vice Chair (Jennifer DeJournett), and former Chair (John Gunyou) have children who participated in Team Gilboa creating the perception of past and ongoing conflict of interest.
This situation would be analogous to:
As absurd as this sounds, this is exactly what is happening at Hyland Hills, except it's skiing and it's a private club for children.
This has been happening for 20+ years, and continues with the blessing of the TRPD Board of Commissioners.
4. RETALIATION Several of Hyland's staff, citizens, and coaches have been retaliated against for advocating for safety and equity. Many of these whistleblowers have lost their jobs at Hyland. Many children have also been retaliated against because their teams have been penalized due to their leaders' advocating for them. This has been occurring since at least 2015. 5. REFUSAL OF TRPD BoC TO TAKE ACTION OR RESPOND: The TRPD Board of Commissioners has known about, created, and enabled the above issues for decades. This is despite many of the actions being in direct opposition/violation to the Park's Mission, Policies and laws governing the Park District... even though these actions are low cost and easy to implement.
On February 13, 2024, TRPD BoC Chair John Gibbs has stated in a defensive and emotional letter that he will no longer be responding to correspondence on these matters.
6. COVERUP: The lack of transparency and lack of action on the part of TRPD's current Board of Commissioners are causing continued injuries and harm, and giving the impression of coverup.
7. LAWSUIT: On May 11, 2024, a personal injury lawsuit was brought against TRPD, Team Gilboa and the family of a child that was involved in a collision with another child on January 29, 2022. This accident caused life threatening injuries and was life-altering. Please see here for more information.
Requests
Friends of Hyland's goals and requests have remained steady, are reasonable, are easy and quick to resolve, and cost very little to implement.
Policies governing safety and equity in TRPD exist but are not being followed. We are asking for adherence to these policies and the laws that govern TRPD. See requests here:
We are asking for reform, resolutions and written procedures to address obvious problems such as on-hill safety, equitable distribution of facilities, transparency, the end to taxpayer subsidization of Team Gilboa, along with an end to retaliation of whistleblowers.
At a higher level, Friends of Hyland is requesting that TRPD commissioners uphold and adhere to established rules, regulations and laws for governance of the Park district. Specifically:

These letters and the List of Retaliation Activities have also been sent to Hennepin County Commissioners, Citie leaders in the Western Suburbs (Hennepin County), and The Met Council.
It's been over one year, and no action has been taken in response to concerns. The filibustering, deflection, and shirking of responsibilities to follow established mission/policies and governing laws continue. Please see the letters above.

Oversees Hyland operations Hyland including Ski Patrol/Safey, Ski School (includes Race Department), Race Facilities Scheduling. Mr. May reports to Boe Carlson.
To paraphrase Mr. May on his answer to a question about race lane scheduling: "We basically give Gilboa their schedule and fit everyone else in around them." This is backed up by the schedules created year after year giving Team Gilboa 45% of the available linespace and 85% of the preferential facilities which include start ramps and best hills. The schedule for Team Gilboa does not materially change year after year.

Beginning in May, 2023, Friends of Hyland voiced several concerns to Three Rivers Park District (TRPD) Board of Commissioners (BOC) regarding operations at Hyland Hills. We sent a document with our concerns formulated as easily answerable questions and exchanged a few e-mails.
Please see here for these documents and emails with the Commissioners. One of the commissioner's responses (scroll down to June 21 - DeJournett) was quite emotional, threatening and irrelevant.
Our initial concerns were: Safety, Equity, Misuse of Public Finances, and Retaliation.
Since then, three new concerns have emerged:
1. The TRPD Board of Commissioners, has known about, created and enabled the above issues for decades. This is despite many of the actions being in direct violation of the Park’s Mission, Policies and governing laws.
Chair John Gibbs and Vice Chair Jennifer DeJournett have known about citizen concerns as they were elected in 2011 and 2012 respectively. They:
Yet, the Board of Commissioners (past and present) have refused to address and act to reform these concerns, despite taking oaths to uphold mission/policy/laws for the benefit of the public.
2. TRPD’s current Board of Commissioners' lack of transparency and action are causing continued harm on a daily basis and give the impression of continued coverup.

Our asks are simple and actionable. We ask that TRPD uphold its mission and policies and adehre to laws governing the Park District agency. More specifically:
RESULTS TO DATE
It's been over a year. It is very disappointing and frustrating that the stonewalling and perceived cover-up continue because these practices harm the public every day in several ways.
One looming question in particular was not answered (yet again):
Several times, Chair Gibbs suggested a meeting with Friends of Hyland and TRPD representatives. However, when Friends of Hyland asked for assurances of no retaliation, we received no such agreement. Therefore, we have not met and we will continue to communicate via e-mail as this is the safest way to protect our supporters from retaliation. Issues, requests and suggested solutions are laid out very clearly on this website.
We are looking for solutions - not more meetings that fail to produce a plan of action.
Two commissioners, Louise Segreto and Jesse Winkler, met with Hyland management in June, 2023, at the request of Chair Gibbs, presumably to discuss the issues. We asked for meeting minutes and a plan to address the concerns. Chair Gibbs responded that there were NO MEETING MINUTES to address concerns. And sadly, there has been no action.
MN DATA PRACTICES REQUEST
On August 8, 2023, we made a MN Government Data Practices Request to TRPD. This is analogous to a FOIA, or Freedom of Information Act Request of the Federal Governement, but at the MN State level. At that point TRPD attorney, Eric Quiring, became engaged and sent some documentation. The requests are here (scroll to bottom) and the documentation received is available here.
It is notable that we requested ALL information that they had received in the past regarding the equity issues. Only a few documents were sent to us. However, there are hundreds of letters and commissioner responses, phone calls, testimonies, a petition, meeting handouts and minutes/follow-ups related to equity concerns that were not provided.
The summary of this request and TRPD's response is that , NONE of our questions or concerns has been addressed.
Sadly, detailed procedures DO NOT EXIST within TRPD for important operations such as Safety and DEI, as it would apply to hazard mitigation on the ski hill and equitable facilities sharing at Hyland Hills Ski Area.
Please note that these policies are akin to "local law" and are written, approved and implemented to successfully operate organizations while upholding mission and laws.
ISSUES CONTINUE, WITHOUT REFORM
The issues with these concerns have been ongoing for over 20-25 years, and have been voiced many times, by hundreds of citizens.
Despite all the public outcry and obvious inequities and hazards, very little has been done in terms of reform.
The past and current TRPD Commissioners, Superintendent, Hyland General Manager and Ski School Supervisor all know about these issues as they have been apprised of these concerns many times in countless meetings, e-mails, letters, phone calls and a petition. Yet, the problems continue each year.

We believe the situations are getting worse each year leading to more collisions/injuries and greater inequity.
CONCLUSION
The ongoing stonewalling, lack of transparency, fear of retaliation, and lack of action on these easy to resolve and important items, ensure that discrimination and hazards persist year after year.
Taxpayers and patrons are funding this continued favoritism with subsidies each year that amount to approximately $275,000 per year.
